SmartLARMS is a field-built tool for resettlement, compensation, and social-impact teams running infrastructure, energy, and land-acquisition projects. Designed for the realities of rural fieldwork — patchy connectivity, paper-to-digital handovers between roles, and audit trails that lender and regulator reviews can rely on.
KEY CAPABILITIES
• PAP (Project Affected Person) registration with offline-first capture
• Auto-generated reference numbers for paper handover between collectors, sociologists, and QA officers
• Asset inventories: crops, trees, land parcels, and structures with the full valuation schema
• Bulk-add workflows for high-volume entries — stage multiple crops or trees, then save in a single sync
• Socio-economic survey modules: household census, livelihood, vulnerability assessment, consent
• Two-stage consent capture: preliminary at registration, informed at survey start
• Grievance redressal with category, severity, confidentiality, and escalation tracking
• Image capture for IDs, owner photos, structure attachments, and signature evidence
• Sync status bar showing pending uploads, orphan records, and connectivity at all times
• Role-aware UI adapting to data collectors, sociologists, QA officers, and valuers
OFFLINE-FIRST BY DESIGN
Field teams work where there's no signal. SmartLARMS stores everything locally on the device, queues sync operations, and reconciles when connectivity returns. Reference numbers and asset entries stay consistent across roles even when devices are offline for days.
STANDARDS-ALIGNED
The data model and workflow align with IFC Performance Standard 5 (Land Acquisition and Involuntary Resettlement), World Bank ESS5, and common national resettlement codes. Vulnerability flags, consent signatures, and grievance audit trails are captured with the rigor lender and regulator reviews expect.
MULTI-PROJECT, MULTI-ROLE
One installation, many projects. Switch between active resettlement programs in a single session. Role-based access control is enforced both on-device and at the API. Project managers see team rosters and completion percentages; collectors see their own assigned PAP lists.
QA RATE-ASSIGNMENT WORKFLOW
Collectors record quantities and qualities in the field; rate assignment is handled separately by QA officers from the project office. This keeps field interviews fast and centralizes valuation decisions where they belong.
MADE FOR EAST AFRICAN CONTEXTS
Ugandan Shilling (UGX) and other local currency support. Tenure types include Customary, Mailo, Freehold, Leasehold, and Public. Acres-and-hectares toggle for area capture. Typography that holds up across local language interfaces.
PRIVACY AND SECURITY
PAP data is sensitive — personal identifiers, household details, and consent records require careful handling. SmartLARMS encrypts data at rest, uses HTTPS for all sync, and supports role-based access control end-to-end. Personal data is never logged in client diagnostics.
