I've been using Sonetel for a while now to provide a way for EU customers to contact us using a local number (the business is based in the U.S.). It works well, is priced right (with a pay-as-you-use option available as well as monthly packages), and is pretty easy to set up and use. Be aware that some of the advanced features (custom voice ail message, etc.) are only available on the monthly plans.

Support has been very helpful and quick to respond with my queries on getting a number setup and using features. The phone app is nice and easy to use. Multiple phone numbers, teams, call and caller ID options, call recording. There are a few things you currently need to use the web app for as they're continuing to add and update the phone app, but also very easy to switch between the two if/as needed.

I have used Sonetel for at least 10 years. They have been a solid option for me, calls forward without problems, sms reaches my email. Prices are very reasonable, cheap DIDs, a great web interface that is simple and clean. You need to know there are limitations and what it is you are buying. If you're looking for a forwardable number that you can answer and receive voicemails and texts, it's great, it really is. If you need more advanced features like direct outward dialing, it isn't that.
