كتاب كتب فيه المصنف تأريخا للتشريع الإسلامي في عهد رسول الله صلى الله عليه وسلم وفي عهد كبار الصحابة ثم عهد صغارهم ثم التشريع في العهد الذي أصبح فيه الفقه والتشريع علما من العلوم، وظهر فيه نوابغ الفقهاء الذين ألقيت إليهم مقاليد الزعامة الدينية وتلاميذهم الذين بينوا آراءهم وهذا ينتهي بانتهاء القرن الثالث، ثم أرخ للتشريع في العهد الذي دخلت فيه المسائل الفقهية في دور الجدل لتحقيق المسائل المتلقاة من الأئمة، وظهور المؤلفات الفقهية الكبيرة، ثم أرخ للتشريع في عهد التقليد المحض وهو من انتهاء الدولة العباسية إلى الآن
