The author of the book gives a summary of the rules and regulations related to construction project bidding in the Peoples Republic of China (PRC), and tries to introduce strategies for organization and standardization of the bidding processes. In an attempt to develop a quantitative, objectified assessment system for the competing bidding plans, the author employs Florentin Smarandaches theory of Multi-Space Model for a mathematical analysis of the multi-factored bid-winning situation. According to the author, under the current PRC laws and regulations, a successful bidder must have met a set of multi-factored reserve requirements. Suppose sets T = bidding, B = bid price, J = bidders technology level, Q = bidders quality and achievements, X = project management agency, and Y = other bidding requirements, then T = B∪J∪Q∪X∪Y can be considered a classic Smarandache Multi-Space Model. Then the author furthers the discussion and proposes a few assessment methods based on the Smarandache Model, which are supposed to ensure optimum results, prevent bidding frauds (e.g. collective price gouging), and encourage bidders with the more advanced technology to bid at low prices.
