改革開放以來，中國經濟進入了高速發展的快車道，但長期以來，中國的經濟增長呈現出粗放型增長方式的特點，主要表現為增長由大量資本、能源、原材料以及勞動力投入推動，而技術進步或全要素生產率 (ＴＦＰ) 增長對經濟增長的貢獻比較低。因此，全要素生產率近年來成為中國學者研究的熱點之一，以往研究忽略了環境因素對經濟增長效率的影響，而忽略環境因素計算出的經濟增長效率不能正確衡量相關經濟體的可持續發展水平，這種傳統的ＴＦＰ測度僅僅考慮市場性 「好」 產出的生產，並沒有考慮生產過程中產生的非市場性 「壞」產出。因此，後來關於中國經濟增長效率的測算，逐漸將環境效應納入ＴＦＰ測算框架。
