不論是否接受，全球化、在地化的影響已深植世界各地。中國大陸於改革開放之初，面對經濟全球化的競爭趨勢，加上幅員遼闊，各個地區社會發展條件與生活方式不盡相同，內部蓄勢待發的壓力和全面管控的難度著實龐雜，於是逐漸從全面「統治」、部分領域「共治」，轉進為重視地方政府、市場經濟與基層社會三方協力合作的地方治理模式。 本書選取「浙江台州」為個案，以歷史制度為研究途徑，質化研究為方法，歷經四度實地調研發現，台州在中共中央放權讓利政策氛圍中，確實已將在地化的能量釋放出來，並發展出重視地方政府功能轉型、市場與社會自主性力量釋放的地方治理模式，此一治理框架意外符合了全球在地化所重視的「全球思維、在地行動」的軸心概念。
