公共組織常給人缺乏組織績效、無法及時反應民眾需求的刻板印象，蓋導因於分工細微、階層繁多與高聳的組織結構，所造成之資訊傳遞的限制、決策的遲緩及無法授權。而在公共組織內的個人，也就是所謂的公務員，面對較多的法令規章、固定的薪資結構與狹隘的升遷管道等，在角色認知、行為誘因、工作動機、態度與滿足感等各方面，也與私人組織內的個人有所不同。
有鑑於坊間眾多組織行為的著作中，專論公共組織行為的書籍概為少見，一本探討公共組織的組織行為中文專書是有其誕生的必要性，由此，海峽兩岸三位在行政管理學系授課的教授據其多年的教學經驗，試圖以ㄧ般組織行為教科書的理論為基礎（因為許多的理論模型無論公私組織是共通的），再加入公共組織特殊狀況、問題與理論的介紹，並佐以公共部門的個案分析，終使本書得以完成。這是一本嘗試性的著作，有別於一般的組織行為教科書，對於公共組織結構、文化、決策過程、政治與衝突，以及公務員的個人與群體行為，均有更為深入的闡釋，不僅可作為相關系所組織行為科目的教科書，更為一般人士提供了另ㄧ個認識公共組織與官僚行為的管道。
