民國89年是臺灣政治史上重要的一頁，不僅是開放總統直選以來首次有國民黨以外的政黨候選人當選最高民選首長，也是分立政府第一次出現，正式打破國民黨長期佔據行政與立法雙重優勢的局面。當時宛然一片政治新象，卻也有質疑不斷產生，「完全執政、完全負責」，成為批判分立政府最具代表性的口號。 在碗盤齊飛、政治口水不斷中又走回一致政府狀態的臺灣，作者因此提出一個有趣的問題：到底是「完全執政、完全負責」，還是「絕對的權力使人絕對的腐化」，除了兩黨各自的激情闡述之外，是否能從實際的量化數字上得到某種程度的佐證？而最能夠呈現差異性的，自然是兩黨立場歧異、同時也備受人民關注的兩岸相關議題了。最後的結果令人意外，也指引我們在現今的行政立法制度上觀察兩岸問題的另一個新視角，是本書最大的特點，值得一讀。
