《外參》由一批居住在海外的新聞從業人員、學者和留學生的獨立團隊創辦。我們沒有任何政治背景，從而也就沒有任何政治包袱。

顧名思義，《外參》的內容，是從一切外報、外刊、外電、外台、外書、外網......廣泛擷取文章。《外參》信奉多元──「多元」正是現代政治文明的核心價值之一。我們挑選這些文章，並不意味著認為它們就百分之百真實和正確，而是相信「兼聽則明」，認為外界對中國的這些報導和看法，值得國人從另外一些角度思考和討論。
