民國59年（1970年）《大學雜誌》邁入第三年。
《大學雜誌》在這一期有陳少廷的〈論學者與政治〉，還有陳鼓應的〈瑣憶殷海光老師〉，觸及了幾位當代傑出的知識份子。
陳少廷提出一個問題：學者是否宜於從政？他舉徐道鄰和蔣廷黻為例，徐道鄰是知識份子涉身宦海得不償失的例子，但他還算是潔身自愛，最終辭官回到學術界。蔣廷黻則以學問才識馳名國際，他認為知識份子與政治的關係是切身的。作者則指出，事實上，在傳統的官僚政治結構之下，潔身自愛的學者，很難有施展政治抱負的機會，能不同流合污就很難能可貴了。
殷海光是位熱情而富理想主義的知識份子，陳鼓應在〈瑣憶殷海光老師〉中，談到他和殷海光之間的許多故事，點點滴滴，映照出殷海光巨人般的知識份子身影。陳鼓應感慨道，要想再找一位益師良友，一起談談學問，編織夢幻，已不復再有了。
另外，何秀煌寫了一篇〈政風、教育與留學生〉，談到歷年來成千上萬留學生跨出國門，卻只有寥以百計地返國服務。在表面原因之外，更基本更關鍵的因素是什麼？何秀煌提到，原因是留學生不喜歡臺灣的社會風氣與政治風氣，而臺灣的教育措施與方針，以及號召留學生歸國的待遇與心態，也有諸多值得檢討之處。
