本書探討國家在媒體發展上應該扮演的角色。首先，回顧並檢討西方主流傳播思潮中的國家角色。其次，分析國家有效管制媒體的關鍵因素。再次，探討後進國家應該如何在全球化時代，扶植媒體發展以迎接美國等先進國家的強勢競爭。第四，釐清西方新聞自由的思想演變，並以人本主義思考新的內涵。最後，從權利的立論基礎出發，重新建構符合資訊社會所需要的傳播權，以補充言論自由的不足。書中指出，真正重視媒體發展的國家政策，應該要在促進言論自由與新聞自由健全發展的同時，讓國內的媒體產業可以在全球化市場中具有生存與發展的能力。
