在毛泽东时代的中国，治国法宝是种种政治运动，裁定是非罪罚的是中共指导政治运动的文件。这些文件的密级越高，越能体现出最高执政者的真实意图，也更能够揭开当局竭力掩盖和回避的历史真相。
发生于1957年的“反右”是中共及其领袖毛泽东在建国后发动的一场波及社会各阶层，尤其是知识份子的全国性政治迫害运动。具体执行毛的意图、直接领导运动的是时任中共总书记邓小平。在这场运动中，除了日常的中共中央文件，中共中央办公厅还出了一套绝密级《情况简报（整风专辑）汇编》。其作用主要是“上通下达”，即把下面运动动态报到最高领导层用作决策依据，又把决策下达到各地作指导。
这一简报共出了65辑。它在时间上构成反右整风编年史，在空间上是覆盖全国的全景式大事记；很大一部分内容是各省市、部委党组织呈交中央的报告，不仅包含了对运动过程的相对真实的描述，还保存了不少珍贵的统计数字。
这套近三百万字的《情况简报》（整风专辑）汇编，国史出版社分12本出版。
