About this ebook
地方自治（local self-goverment）被譽為民主政治的小學校，其對於民主轉型與深化的重要性不言而喻，因而地方政治（local politics）向來為西方政治學重要的研究領域。為了消弭「重中央輕地方」的傳統迷思，東海大學政治學系特意成立地方政治組碩士班，並積極舉辦與地方政治和民主發展有關的學術研討會，以期累積學研究與培養專業人才。本書刊登的各篇論文即從「第三屆地方自治與民主發展：2009年縣市長選舉與地方發展」為主題的學術研討會中選出。 國內目前地方政治研究仍有許多極待開拓的分野，因此本書的選材除強調理論與實務的結合外，同時亦注重多元性與跨領域的學術研究，因而本書的十六篇論文主要可分為「地方治理」、「公共政策」、以及「國際比較」等三個面向。這些極具企圖心與創見性的優秀學術論文的作者多為新生代學者，顯示著國內地方政治研究已開始呈現活絡的現象。希冀透過本書的出版，能夠觸發地方自治相關學術研究的更多可能性，進而對台灣的民主深化有所貢獻。
