这本书是张博树博士在当下新冠病毒全球传播的大背景下，对中国政治制度适应性的思考，尤其对中国宪政民主制度在中美脱钩形势下做出新的反思。
未来的中国民主转型将面临全然不同的社会条件、全然不同的内外环境，面临一个新的复杂世界。中共红色帝国崛起既是近现代中国180年演变、特别是当代中国40年改革开放的不期然结果，又是全球新冷战、新丛林化的产物。复杂世界，此之谓也。人民当然仍有不满，公共领域仍需要表达。但公共领域需要追得上变化的公共知识分子，而不是落伍者。
如果言说仍然是陈旧的，不足以解释新的情景、新的矛盾，不足以击穿“完美独裁”的坚硬铠甲，不足以揭示新极权体制下自由追求的可行路径，不足以厘定一个崛起的中国与当今世界的复杂关联，不足以证明一个民主的中国不能再靠底层造反，而要在中产的、日益富裕的社会基础上使之成为必要、成为可能，自然不会有听众。而迄今为止，自由知识界诸同仁于此相差甚远矣！
