盧毓鈞先生（1930~），山東平度人，早歲隨政府遷臺，旋即考入臺灣省警察學校警員班第七期，卒業後以一線一星外放地方基層派出所，展開其逾四十年警察生涯，期間憑著自修與努力，先後取得中央警官學校正科、美國西伊利諾州大刑事司法系學士學位，並曾獲頒該校榮譽博士；至於經歷更不遑多讓，一路由地方基層警察循序漸進，歷經各級職務，最終成為中華民國警界最高負責人──警政署長。環顧自政府播遷，先由省警務處繼之以警政署總攬全國警政，然迄今歷任首長除先生外，從無一人係從基層做起。且先生在臺灣由威權走向民主之過程參與其間，對警界歷經軍人主導而至專業領政更是身歷其境、感受尤深，其間之曲折變化，內幕祕辛，實非外人所能道也。如欲了解政府撤守臺灣後六十年間警政之興替得失與社會變遷，本書實為重要史料之一。
