About this ebook
本研究承續104年本所「國際船舶安全管理(ISM)章程之風險管理規範與實務研析」計畫案，進行「國際船舶安全管理章程風險管理規範之推行策略」研究。 104年計畫內容與成果為：與ISM調和、彙整ISM風險評估作業準則、先進國家及我國ISM風險管理實務狀況、研擬ISM風險管理技術指南與相關範例樣本文件，以及我國執行ISM 風險管理之強化方案。本研究則依其技術指南與範例樣本，再增加風險評估項目與深化進一步管控措施，並擬定推行我國國際船舶安全管理章程風險管理規範的強化方案，包括： 1、 舉辦兩場教育訓練課程：進行實施ISM風險管理規範之宣導及意見調查與樣本修正。 2、 實船試辦ISM風險管理範例項目：含貨櫃船、散裝船、油輪及中小型貨船等四船種試辦。 3、 相關單位訪談：含公部門與私人企業，瞭解各單位推行ISM風險管理規範意見與困境。 本研究依此三項強化方案的執行，研擬未來推動船舶安全風險管理規範之可行建議及其配套措施，供交通部航政司、航港局、臺灣港務公司、學界、業界參考及應用。
