本書為全套書第六卷，即回歸後第三卷，呈現了香港回歸後第三次政制改革中，立法會內部持不同理念的政治力量圍繞2017年行政長官及2016年立法會產生辦法公眾諮詢、“一國兩制”白皮書、“八三一決定”、行政長官產生辦法修正案草案立法會“闖關”等問題，特別是行政長官普選的提名程序、愛國愛港標準所展開的激烈辯論。
