在上世紀八十年代起草《基本法》的過程當中，對於回歸後如何產生行政長官的政制安排，充分顯示出本地社會的各種訴求整合。《基本法》中，有關行政長官產生方法的條文是第四十五條。本書的目的，在於以當時社會上所提出的對此條文的各個方案作為切入點，向讀者介紹當時社會各界的不同訴求，以及如何通過對不同方案的討論，而逐步形成共識，達至最終《基本法》的安排。

About the author

李浩然，清華大學憲法學博士，師從王振民院長，並曾分別在香港和英國取得學士、碩士學位。自2003年起從事《基本法》及一國兩制的研究，曾在專業期刊發表相關論文十餘篇，並參與有關的研究課題六項，以及在清華大學法學院、香港大學專業進修學院、哈佛大學法學院國際金融體系研究中心（PIFS）、貴州大學法學院等擔任教研及行政工作。
