以色列、瑞士、瑞典、荷蘭、芬蘭以及愛爾蘭等六國，皆是面積與人口規模不大、天然資源不多的國家，然而其經濟與社會條件卻足以成為各國典範。本報告探究上述標竿六國的學術研究競爭力，並與亞洲主要國家相互比較，以描繪出各國學術研究的發展模式及特色，尋找我國可標竿學習之處。本研究透過論文發表量、專屬性、相對影響力、國際合作等指標進行分析，所定義出的優勢領域與政策建議將可作為相關部會之決策參考依據。
