民數記是「妥拉」或「摩西五經」的第四卷書，對許多信徒甚或聖經學者來說，它好像一本雜亂無章、難明所以的書卷。讀者有這種印象，是因為讀者期望經文「平鋪直敘」，而忽略了作者故意把兩種主題不同的經文交織在一起。這兩種經文，一種是有關以色列民叛逆神，另一種是有關以色列民的敬拜和聖潔生活。作者使這兩種主題不同的經文互相對照，突顯耶和華是守約施慈愛的神，而以色列民是不斷背逆的「約民」。
申命記的目的，是向這將要進入迦南地的第二代以色列民，重述他們在曠野失敗的經歷，以及耶和華如何帶領、保守他們，供應他們的需要。摩西更向以色列民重申西乃之約的主要內容──十誡，教訓他們要全心全意地遵行，警惕他們不要再在表面上領受神的律法，而是要從心裡順服遵行，堅守耶和華與他們所立的約，成為真正屬神的聖潔子民，過以敬拜耶和華為中心的生活，作好準備承受神所賜給他們的產業，在迦南地建立美好的、愛神愛人的社會。
