交通部於85及86年分別頒布「港灣構造物設計基準」-第一部份「防波堤設計基準及說明」及第二部分「碼頭設計基準及說明」，距今已超過20年，期間交通部雖曾於89年因應921地震修訂部份條文，本所亦曾於99年及102年完成工程材料之混凝土與鋼鐵材料部份條文修訂工作，並報部頒布施行，惟隨著時空環境之改變，此一設計基準之內容及編排方式實有必要進行檢討修訂，期使基準能符合國內港埠發展建設之規劃設計及維護管理所需。
