本書刊行於一九三九年，是為中國八年抗戰的第三年。前一年廣州淪陷日寇鐵蹄之下，省港澳三地過去的緊密聯繫蒙上陰影。日寇發動侵華戰爭後，港澳兩地因廣東省人民避難而人口驟增。港澳以分別為英國與葡萄牙的殖民地，形勢有別。葡國採取中立政策，故八年抗戰的炮火未嘗波及澳門。香港亦於一九四一年淪陷，澳門則有日偽漢奸活動。
本書卷首語有謂：「竊自粵市淪陷，同胞集居港澳，往來內地及國外者，尤以濠江為必經之咽喉……蒐集濠江勝景，社會情態，居留律例，暨日常生活常識，編譯成書……」是為本書編著之緣起。為本書作序的梁彥明（1885-1942）支持國內抗戰救亡運動，終被漢奸暗殺殉國。
