習近平反腐是一場複雜運作，其動機既有通過反腐得民心、改形象的好的一面，也有鞏固權力、剷除異己的權鬥因素。對於官場而言，眾多貪官落馬，等於空出眾多職位，給了很多急待上位者的機會，也給了習近平建立自己團隊的機會，所謂打擊老朋黨，建立新團隊。
然而，習近平權力缺口之大、之多，可能是前所未有的，因為幾十年下來，中共已經膨脹為全世界最龐大、最富有的政權。現在，這個政權的各個系統，大都由貪官、庸官，尤其是江澤民、胡錦濤的舊臣所把持。習近平在浙江、福建的部屬，清華同窗、少年髮小、太子同黨，級別多數不夠直掌一方，而只能在各個部門當個副職，這種狀況，尤其在組織、宣傳、軍隊、財經系統暴露明顯。
反貪當然是重新分配權力的機會，可習近平尚沒有拿下一個現任政治局常委、委員，空出的位置級别也以省部級、尤其是司局級為多。如果2017年中共十九大依慣例召開，習近平的人馬仍不足以在頂層（政治局）佔絕對優勢。所以，習近平的“頂層設計”首重不是政策，而是打破現有權力結構和慣例。
