由於研究資源有限，因此需要謹慎分配資源與擇定重點發展主題或領域，評估過去表現是做出決策的重要參考依據之一。書目計量學為評估科學出版物及其對科學界影響的方法，透過評估其被引用情形發展出一系列指標，這些指標可以整合運用，形成對研究活動的客觀分析。本研究以計畫主持人/ 作者資訊，結合計畫補助與期刊論文兩類資訊，以更全面評估特定主題領域之研究發展。本研究以臺灣氫能領域為例，分析臺灣過去投入氫能領域的科技計畫數量及趨勢等，以瞭解臺灣在氫能領域的學術動態與表現。藉由追蹤補助計畫投入與論文產出，可量化評估我國在氫能領域的學術研究投入狀況，並評估我國在該領域的學術能量，有助於辨識具有潛力的研究人員或團隊或研究方向。本分析方法亦可應用於其他主題領域，有助於了解特定主題領域的研究能量，並可做為相關部會未來規劃補助方案、研究資源配置之參考。
