為因應屏東地區未來水資源調配，滿足中高成長公共用水需求，並減緩人為及天然災害對環境的影響，水利署南區水資源局未雨綢繆，多年來積極進行多項水資源開發計畫，其中座落於春日鄉士文溪的士文水庫，自民國71年起即委託國內外專業機構進行長達20幾年地質探勘、水文調查等可行性評估工作，並獲得極具開發價值的建言。 為避免過去多項水資原開發計畫在經過冗長的環評、規劃作業並經行政院核定後，卻因遭受民眾的質疑為黑箱作業而增加許多執行面上的困擾，南區水資源局特於近年針對水庫壩址周邊的鄉鎮執行水庫計畫宣導工作，期讓民眾提早瞭解計畫目標及與自身權益有關的事項，同時搜集民意作為工程規劃的參考，本項宣導工作不但獲得當地民眾善意的回應，宣導範圍內四個鄉鎮地方首長及民代，對於南區水資源局在計畫尚未核定之前就積極下鄉宣導、願意用心傾聽民意的作法亦多表達肯定。
