用行為日趨複雜，以河川局之有限人力與資源欲有效監控河川區域內違法之行 為，有實際困難之處，故利用先進而成熟的遙測科學技術對河川流域進行長期 的監測更顯為重要。本計畫以遙測衛星高時效與大範圍監測的特性，針對河川 區域內進行兩週一期之中央管河川(含淡水河及磺溪水系)之變遷偵測；並透過網 路通報每期變異點資訊至查報單位，而查報單位於現地調查後，再利用網路回 報查報之結果。由於本計畫是常態性大範圍之變遷偵測，因此先以變異向量分 析法(CVA, Change Vector Analysis)與常態化差異植生指數(NDVI, Normalized Difference Vegetation Index)進行電腦自動判釋，但考量河川巡防人員之實際工作 情況，再配合光譜變化、紋理特徵和航空照片、土地利用圖等輔助圖資，以人 工判釋進行變異點之過濾，如此可減少巡防人員之工作量。
