臺灣總督府檔案在公開利用多年之後仍未廣泛受到各界利用。考察其原因，除了字體辨識的問題之外，製作檔案者概為日本人，因之檔案之製作，深刻受到明治維新之後日本國內的影響，也涉及臺灣和日本歷史文化上的差異。復以臺灣總督府內機關，以及地方行政機關的變更頻繁，再加上制度的變更。在在都形成利用臺灣總督府檔案的障礙。 有鑑於此，本書內容主要取材自臺灣總督府檔案之目次及檔案內文，亦收錄少數和《臺灣總督府專賣局公文類纂》、《臺灣拓植株式會社文書》有關的項目。 而寫作的主要參考資料為臺灣總督府檔案、《臺灣總督府府報》、《臺灣總督府官報》、日本國立公文圖書館「亞洲歷史資料中心」網站公開的檔案，以及戰前在臺灣出版日文舊書、戰後公開的《臺灣日日新報》資料、日本專家學者相關著作等。
