また、明治国家の建設・運営のために、幕末維新の中で激しく死闘を繰り広げた幕府方，佐幕派の当の相手方の人材を要職に起用して、一致団結して国家建設に邁進し、国家の存亡をかけた日清・日露の戦いを勝ち抜き、独立を保持し得たことに、深い感慨を覚えます。
