對於習近平而言，這當然是萬事之中重之重。這五年執政是否有效，最終得通過十九大這一關結算；未來五年能否施展手腳，也取決於十九大的人事安排。
清算薄熙來、周永康、令計劃、徐才厚和郭伯雄勢力之後，習近平仍然發現，十九大人事安排至少有三大障礙：
一是，從福建、浙江調上來的人馬，級別低、人數少（相對整個官場而言）、資歷淺，不足以悉數佔據各個要津，而且也有被提拔者欠缺管理經驗；
二是，共青團作為一個接班群體，難以一下子以貪腐、不作為等名義全部清除，不得不考慮使用其中的象徵人物；
三是，現在黨政軍各大系統中，掌握實權的人物、多是退休元老所安排的，根本不可能在幾年之內加以清除，也就是說，元老仍具有干政的能力。
