藉由建立國內各主要港口「港灣環境資訊系統」網站，隨時提供各相關單位參考，以提昇港埠營運效能，且也能提供各港務分公司及航務中心或環保機關針對各種可能發生之惡劣環境條件下的港灣水理特性，以快速研擬突發狀況(例如船舶碰撞、擱淺、失火或漏油等)之緊急因應對策。 港灣環境資訊的分享與應用方面，已建構完成海象觀測資訊、海象模擬資訊、藍色公路資訊、港區影像資訊、港區地震資訊、海嘯模擬資訊及大氣腐蝕資訊等功能。 基於資料之立即應用並轉化為可靠之資訊需求，針對異常資料建立自動檢核系統有其必要性。港灣環境資訊網蒐集本所港研中心、氣象局、水利署等單位觀測風力資料，包括北苗、北端、宜蘭、花蓮、臺東、屏東、高雄、嘉南、中雲、澎湖、金門及馬祖等12個海域。本研究以相關函數進行每個海域不同測站間之風速特性探討，本年度針對12個海域14年(2003~2016年)之風力觀測資料，以進行檢核、修正及補遺等工作，並作為後續電腦執行資料品管及補遺自動作業之依據。
