行政法係具體化之憲法，主要處理國家與人民間之權利義務關係，由於其內容豐富複雜，一般分為行政法總論及行政法各論。本書係以行政法總論為核心，分成四大部分：行政法原理原則、行政組織法、行政作用法與行政救濟法。各部分有其不同法理及重點，但也相互關聯，共同構成完整之行政法總論體系。 本書除對行政法總論相關法律規定及學術理論加以介紹、解析外，由於行政法在我國已歷經一段時間之發展，行政與司法實務早已累積相當多的案例與資料，足供學習行政法所需。因此，本書以行政法本土化為目標，提供對學習行政法有興趣者，了解我國行政法總論之現狀與行政及司法實務，僅在必要時，才會引用外國法制之資料，希望能夠真實呈現行政法總論在我國法制上之面貌。
