文久二年十月、正使三條實美、副使姉小路公知の両勅使東下。将軍家茂と相見し、攘夷実行、親兵選貢を旨とする勅書を授くるに、家茂勅諚奉戴の答書をたてまつる。巷間、志士による私刑横行し乱世の兆し顕著にして、幕威ますます墜つ。一方、幕府を通ぜず諸大名に直接命令を下されるがごとく朝権一層伸張し、天皇親政の実を半ば現呈せんとする形勢。今や「尊皇攘夷」は理想でなく現実となり来った。（講談社学術文庫）
