昭和37年度から昭和58年度まで約2000両が製造され、東北（宇都宮）、高崎、中央線や山陽本線、信越本線などで活躍した115系近郊形電車。本書ではこの115系の歴史、運転、運用、エピソードなどをまとめて解説している。また現在は900両近くが在籍するものの、ここ１～2年のうちに大半が引退・廃車となる予定で、最後の活躍をとどめ、今後の見通しなどにも解説を加える。また製造に携わった関係者や当形式を用いての都市圏輸送のダイヤ策定者などのインタビューも交え、より詳細な車両概観を行っている。
