當中國的農業經營制度違背了客觀經濟規律時，農業生產就停滯甚至倒退；而當農業經營制度符合客觀經濟規律時，農業生產就得到迅猛發展。
為建立一個有效的農業經營體制，我們進行了反覆的探索，新中國農業經營制度變遷的過程也就是在實踐中逐步找到一條正確發展道路的過程。
農業經營制度是農業生產組織形式與管理制度的總稱。農業經營制度決
定了農業生產各種資源配置的基本方式以及相應的分配制度。能否有效地發揮各種資源的效率，是檢驗農業經營制度優劣的標準。
中國農業經營制度的變遷大體經歷了兩個階段。第一個階段是從個體分戶經營向集體統一經營的演變，第二個階段又從集體統一經營回歸到個體分戶經營。前一階段有近30年時間，後一階段到目前為止已實行了約40年。
