The Purpose of the study becomes relevant and assumes importance by fact that freedom of expression is most important human rights of the democracy, besides which the society will be monochromatic, but this freedom can’t be unrestricted. One can enjoy/ entertain its freedom up to that extent only until it doesn’t violate others freedom. A cartoonist expresses his attitude towards the various figures, characters and situations depicted in his figures, and thus represent the interests of a society, which are not always in harmony in the government. A cartoonist not only has to be creative, but he also has to attempt to be educational. For the latter purpose the cartoonist should conform to moral norms, which might potentially be in contradiction with his style of expression. The authority struggles differently with cartoonists. In some countries cartoonists are beaten, thrown in prison and even killed. In countries where authorities are unable to discreetly dispose of resenting cartoonists in such ways, other subtly coercive methods are applied.

Dr. Prashant Kumar Srivastava is working as Assistant Professor at Institute of Legal Studies, Shri Ramswaroop Memorial University, Uttar Pradesh (with more than 11 years’ experience) and Distinguished Member of International Council of Jurists (From 2017-21). Dr. Prashant has received E learning Excellence Award, Research Excellence Award (Young Researcher Award) 2021, Certificate of Appreciation (for Hardwork, honesty and dedication), He was Honoured for good work in Academics by Hon'ble Mr. Justice Ajay Rastogi (Chief Justice Tripura High Court). Dr. Prashant is associated as Editor in Chief at ISRDO, Member of Advisory Committee in LRH Journal, Knowledge Steez and E-Justice India some International/ National Conferences, and member of Executive Committee in EDUVOICE., Associate member in the International Society for Development and Sustainability (ISDS), Japan, Member of Editorial Board & in Law Journals ( Law Audience, Law Journals, IJHRIR, ARSEAM, Ad Valorem, Emerging Researchers etc..) with a demonstrated history of working in the legal education. Dr. Prashant has completed three Refresher Course/Orientation Programme and eight Faculty Development Programmes. He is associated as External Examiner, Chaired Moot Court Competitions, Delivered Guest Lectures in Govt./Private Universities (in University of Rajasthan, Maharaja Surajmal Brij University Bharatpur, Poornima University Jaipur, Amity University, Lucknow, The ICFAI University, Dehradun, Babu Banarasi Das University, Lucknow etc.) & News channels. Before joining SRMU Dr. Prashant has worked as Assistant Professor & HOD in Nims University Rajasthan, Jaipur from 9th April 2013 - 20 August 2018. He is skilled in Constitutional Law, International Law, Human Rights and Legal Research. Strong education professional with Ph. D. in Constitutional Law. He completed Master’s Degree (LL. M. (Constitutional Law)) from Dr. RMLNLU, Lucknow. Written more than twenty research papers published in UGC Care/ Peer Reviewed/Refereed International Journals, Attended and presented papers in more than 25 International/ national seminars/conferences/ workshops and participated more than a 50 International/ national webinars and workshops.
