About the author

DONALD L. WESTERFIELD is a Professor in the graduate school of Webster University in St. Louis. He is the author of Mandated Health Care (Praeger, 1991), National Health Care (Praeger, 1993), and co-author (with Rep. Thomas Curtis) of Congressional Intent (Praeger, 1992). In addition, he is the author of over 100 published articles, technical papers, and professional presentations.
