Even though it is a series and best read as such, each book has a complete romance. The answer in short is the bad shifters are sent to the Junk Yard. Only it isn't any old junkyard. This one is bound (literally) by magic. That's right. A spell keeps the occupants contained--unless--mated couples are free to come and go. This is good because once in a while there is a mistake and someone gets in by mistake. Octavia isn't a misbehaving shifter or witch she's half and half without the misbehaving part or even much of the abilities of either. Neither group really wants her with her because of her limited abilities. Her big brother is really protective. He's also best friends with Dallas. When she ends up needing help, the Junkyard is the place. Problem is, Dallas and Octavia each want the other but won't admit it.
