Pour l'auteur, il est inimaginable qu'un projet puisse être viable dans la région des Grands Lacs tant que le Congo-Kinshasa n'aura pas retrouvé sa pleine souveraineté, tant que la confiance ne sera pas rétablie entre les peuples congolais, burundais et rwandais. Les pays limitrophes ont plus besoin de la stabilité et du développement économique de leur grand voisin plutôt que de ses ressources naturelles. De plus, le Congo-Kinshasa pacifié servira in fine de vivier à la région des Grands Lacs et à toute l'Afrique centrale.
