In 1948, the fed. govt. began to construct the Oahe dam as a flood control project on the Missouri River. The reservoir created by the dam flooded over 100,000 acres of the Cheyenne River Reservation. In 1954, the Cheyenne River Sioux tribe (CRST) requested $23 million for damages and general rehab. Later that year, Congress authorized the payment of $10 million to the tribe. In March 1993, the CRST Council passed a resolution stating that the tribe had not received adequate compensation, and the tribe hired a consultant to prepare a new economic analysis of the damages. This report assesses the economic analysis prepared by the consultant for the tribe.
