在上世紀九十年代初期，日本經濟發展到鼎盛時期時，由於日本國內人力資源的嚴重不足，採用在日本的外國人進入公司成為了不可替代的辦法。為配合對在日本的外國人的日語鑑定，1991年，日本語檢定協會開發了J.TEST。

因為其鑑定方式科學合理，J.TEST很快成了眾多企業幾乎是唯一的選擇。並逐漸成為錄用海外員工語言能力的依據，也有許多公司作為員工派遣、提升時的依據。每年都有許多企業組織員工集體參加J.TEST，其中不乏世界著名的大公司。
