About the author

Mr. Duggan has served as the city manager of Mountain View, California, since 1990, and was previously the manager in Campbell, California. He is the immediate past president of Cal-ICMA.

Ms. Levin is the assistant city manager in Mountain View and an adjunct faculty member at the University of San Francisco. She has also served in management positions in Los Gatos, San Francisco, and Long Beach, California, and in Rochester, Minnesota.
