Trattata inizialmente come una formazione di secondo livello, fu equipaggiata ed armata approssimativamente, così come fu impiegata in prima linea sempre come forza di riserva, soprattutto nella campagna sul fronte occidentale nel 1940. Tuttavia, come accadrà spesso nella storia della Waffen SS, anche per la Polizei la prova del fuoco servirà a farla diventare una formazione di élite grazie soprattutto all’esemplare comportamento dei suoi reparti e dei suoi comandanti sul campo di battaglia e nel febbraio del 1942, finalmente fu trasformata in una vera e propria formazione SS, diventando la SS-Polizei-Division.
