This revised DoD policy establishes procedures with respect to media visits to Naval Station Guantanamo Bay, Cuba, (GTMO) and the media coverage of military commission proceedings. DoD will facilitate media access to the maximum extent possible, in an effort to encourage open reporting and promote transparency, consistent with the Military Commissions Act and accompanying rules and regulations, and the need to protect operational and national security, and comply with international treaty obligations. They are also designed to provide guidance to news media representatives concerning what info. will be deemed to be ¿protected info.¿ for purposes of these ground rules.
