The story parallels the agent's investigation of the terrorist attack and subsequent attacks with the planning of the attacks by terrorists. The terrorists are given personalities, rather than remaining as faceless enemies. As the agent progresses in his investigation, there is the growing sense that Americans may have aided the terrorists.
