PARDEEP SAHNI, Ph.D., is Professor of Public Administration at the Indira Gandhi National Open University (IGNOU), New Delhi. He has 22 years of teaching and research experience. ALKA DHAMEJA, Ph.D., and UMA MEDURY, Ph.D., are Readers in the Faculty of Public Administration, IGNOU, having long teaching and research experience.
