The ultimate verdict on the legal liability is found in the judgment of the courts. In OPA's case, they are found in the specialized court and procedures established to hear and dispose of challenges to price controls. The first essay is devoted to the nature and work of the Emergency Court of Appeals. In a real sense, the decisive test of the legal validity of the OPA's action was met before the stage of litigation was begun. The principle burden of responsibility to draft a framework for the OPA to work in were the price lawyers. They drafted the regulations and counseled the Price Administrator. The second essay attempts a review of the role and actions of the legal staff assigned to work price control.
