An der Stelle, an der sich die drei Flüsse Donau, Inn und Ilz zur Donau vereinen, entstand schon zur Keltenzeit die erste Siedlung. Das Wasser der drei Flüsse ist Segen und Fluch zugleich. Einerseits bringt die Donauschifffahrt unzählige Kreuzfahrttouristen nach Passau, auf der anderen Seite schwebt die Hochwassergefahr immer über der Stadt.
An Passau liegt am Donauradweg. Von Österreich fahren regelmäßig sogenannte “Radtramper-Züge” nach Passau und bringen viele Radfahrbegeisterte in die Stadt.
