Naturally, to maintain discipline, the officers have to take harsh actions. John Klagart is responsible for the ‘flag’ department. Vagabond by nature, he has a keen eye on the fellow sailors. It is his doubt that Billy Bud, a notorious sailor is trying to provoke other sailors. When he expresses his doubt, Caption Verr goes wild. Though soft and sweet Billy Bud is famous among fellow sailors, he gets supremely insulted with the accusations put forth by John. His wrath upsets the environment at the ‘Indomitable.’ The book presents the story of these accusations and their frightening impact.
