This report discusses the extent to which occupational training under the Manpower Development and Training Act has benefited the most impoverished and disadvantaged segment of the population. It is a study of the characteristics, training choices, and placement experience of those MDTA institutional project enrollees who were receiving public financial assistance at the time training was offered. This report is based upon data compiled on those trainees in institutional, vocational courses through February 1965 who, prior to enrollment, were receiving some form of public assistance.
