Reports on the awareness and level of confidence that Veterans Administration (VA) employees, particularly medical employees, have regarding Whistleblower Protection (WP). Whistleblowing refers to Federal employees who report on misconduct in their agency. Fear of reprisal might deter employees from reporting misconduct. This report: reviews actions VA has taken since Oct. 29, 1994 -- the enactment of the 1994 WP Act amend. -- to inform its employees about their rights to protection against reprisal when reporting misconduct; evaluates the extent to which VA employees are aware of their rights to such protection; and evaluates the extent to which VA employees are willing to report misconduct in VA operations.
